The subject facility currently operates as the Florida Community College at Jacksonville North Campus. Historically, the facility had numerous underground storage tanks (USTs) on site, all of which have been removed.
A Discharge Reporting Form (DRF) was filed in July 1994 for the discovery of approximately 3.5 inches of free-phase product in the southwest compliance well during a site inspection. A second DRF was filed in August 1997 for elevated OVA field screening results collected during tank removal activities. This discharge was deemed a re-reporting of the July 1994 discharge. In February 1995, another DRF was filed for elevated OVA field screening results observed during tank removal activities. Following subsequent site assessment activities, including the removal of impacted soils within the vicinity of the UST pit, a No Further Action (NFA) determination was granted for this discharge in February 1996.
Additional soil and groundwater sampling activities were completed in July 2009. Due to the low priority score, no further work was performed until 2017, when soil and groundwater assessment was conducted and laboratory analysis indicated groundwater contamination was present.
NOVA, formerly MAS Environmental, was contracted to perform a low-scored site assessment in January 2023 and submitted an LSSI Proposal on February 21, 2023, to continue assessment at the site. In August 2024 NOVA personnel collected groundwater samples for laboratory analysis of BTEX/MTBE using EPA Method 8260, PAHs using EPA Method 8270, and TRPH using State Method FL-PRO. The results confirmed the presence of groundwater contamination on site.
In February 2025, NOVA conducted a pre-drilling meeting on site to discuss the proposed monitoring well locations both on and off site. In March 2025, NOVA advanced two soil borings using hand augers and Direct Push Technology (DPT) and five monitoring well borings using hand augers and DPT. Two soil samples were collected for laboratory analysis of BTEX/MTBE using EPA Method 8260, PAHs using EPA Method 8270, and TRPH using State Method FL-PRO. NOVA supervised the installation of five shallow monitoring wells, and groundwater samples were collected from the newly installed wells and analyzed for BTEX/MTBE, PAHs, and TRPHs.
In June 2025, NOVA supervised the installation of two shallow monitoring wells. Groundwater samples were collected from the newly installed wells and analyzed for BTEX/MTBE using EPA Method 8260, PAHs using EPA Method 8270, and TRPHs using State Method FL-PRO. No soil contamination was identified during the recent soil sampling activities. Groundwater contamination has been confirmed and delineated both horizontally and vertically. NOVA recommended monitoring the groundwater at the site for a minimum of four consecutive quarters to determine if the groundwater plume is shrinking and/or stable to qualify the site for NFA under the LSSI closure criteria.
