In areas where local building departments are oftentimes inundated and unable to review your plans or provide inspections in a timely fashion, NOVA offers construction managers and owners an alternative to repeated delays by offering access to our own fully-licensed and reputable FS §468 staff of plan examiners and inspectors. Our proven professionals can provide high quality and through plan review and inspection services on a fast track basis.
Florida Statutes allow the fee owner or contractor of a building the option of using a Private Provider, such as an architect or engineer, to provide the mandatory building code compliance plans review and inspections for the structural, mechanical, electrical, and plumbing components of a building.
Enacted on October 1, 2002, the Private Provider Law has gained popularity throughout the state from both the private and public sectors. Qualified private sector inspection and plan review firms like NOVA Engineering are able to take on the responsibility of processing compliance paperwork in a timely manner while freeing up municipal resources that can be better utilized elsewhere. This change is most welcomed in the industry as it promotes municipal economy, eliminates economic waste, aides overwhelmed building departments and helps developers and contractors meet important deadlines. Private Provider plan review and inspection services are particularly popular in jurisdictions where significant growth impacts developers’ and contractors’ abilities to obtain building permits and inspection services in a timely manner.
NOVA has a large pool of Florida Statute §468 certified plan reviewers and inspectors that continually meet the industry’s demand for high-quality and timely service. NOVA’s Private Provider Services also offers checks and balances from Florida-registered professional engineers who oversee the duties of our plan examiners and inspectors.

The two attached forms were established by the Florida Building Commission for statewide uniformity.
The two attached forms are required to be established by the Florida Building Commission for statewide uniformity. Other forms, required by law, are subject to local discretion and must be obtained from the local authority having jurisdiction. There are a number of requirements of law concerning permit application requirements and notification/reporting to the permitting jurisdiction as well as requirements for building department response. See section 553.791, Florida Statutes, for requirements. If you have any further questions regarding the privatization statute, we'd be happy to answer them for you.
